I obtained Star Cops on DVD a couple of years ago. It's much better than its reputation suggests. Harper's episodes are (as one would expect brilliantly directed) Chris "RObots of Death" Boucher's scripts are well constructed and it does feel that some world building has gone on in the background. And a script can't go wrong with David Calder and Trevor Cooper. The weak link is the Japanese character introduced against Boucher's wishes. IN fact watching it, it's a pity that someone didn't decide to cast David Calder as Doctor Who at some point (1984 or 1987 spring to mind), and let Graeme HArper direct everything, obviously.

There's also quite a nice set of features on the DVD - including a big interview with Philip MArtin where he takes obvious pride in upsetting NVLA types with his Doctor Who episodes.
