They've gone up there, but we didn't get to see it: at the end of the 2nd Chibnall ep, everyone mysteriously goes upstairs rather than hang around in the console room, purely so that Amy and the Doc can have a scene together by themselves. They then all just appear from upstairs once the scene has reached its natural conclusion.

That happens all the time in real life. True mark of a writer that.

Rumours around of a TARDIS set redesign, also. It's very difficult to film in, apparently.
