So, do we think that a new Doctor has been cast, then? I sort of think that Tennant wouldn't have made the announcement unless the team know that someone was definitely locked in to take his place.

I think you're probably right, although it might just be the contract negotiations over appearing in a movie as well broke down and he had to announce his departure as a result.
